After 5 years, it is now valued at $10,000 but my insurance agent (Travelers) says the premium does not change just because of depreciation. Is this true?

		<description><![CDATA[<p>I got into an accident a month ago, and it wasn&#8217;t my fault.  The other insurance will only give me $500 for the KBB value of my car.  The cost to repair my car will be around $4000.  I do not want to buy a new car and just want to fix my car.
Can I get the other insurance to repair it instead of giving me the cash?  Should I hire a lawyer if they refuse?

 My insurance co. has declared my car, which was involved in an accident, as total and have come up with a price which I don&#8217;t quite agree with. I could see some cars in local classifieds which are priced ~2K-2.5K above the quoted price by insurance co. I talked to insurance co. about it and they said if I wish to contest it, they would invoke the &#8220;appraisal clause&#8221; whereby my appointed appraiser and theirs would negotiate the settlement.
