Can An Auto Insurer Deny Full Coverage B/c Car Is Not Parked @ Indoor Garage?

I live in NYC and park my car in an outdoor parking lot. I applied for auto insurance w/TSC Direct and was quoted a great rate. Proceeded to apply and was told that they can only offer me liability insurance b/c i dont park my car in an indoor garage. Since my car is financed by law i am required to have full coverage.
