No. At 16 you’re an unknown as far as risk goes, and will be in the highest risk.
Your only (and also cheapest) option is to be added to your parents policy, and get some driving experience without tickets or accidents. Some companies give a small discount for good grades also.

The only way you get the cheapest insurance is to look around and find the cheapest deal. But if you are stuck with State Farm then the cheapest way would be to get liability only and perhaps also take driver’s ed.
And btw I know that you are 16 and need to keep some kind of status up but there are $1000 cars that perform just as good as $4000 cars if not better and they don’t hurt as muh when you dent them (which you will)

If you buy an oldish Corolla, they are cheap to insure and fair on gas, get liability only and that’s the cheapest type of cover you may get.
But get several quotes, try them all, they are free so find the cheapest one, it’s out there.
